I'm curious. Does the Park Service contact people when they pull the
boxes?

They did, in this case. My husband got the call yesterday. This is state,
rather than national park service. It's a local call.

Lucy, I'll second your sigh with a growl. It's been said that if you
give a government-type a hammer, everything looks like a nail. This
is a classic example. Ranger going out & solving a problem that
wasn't a problem to begin with...grrrr...!*@!~*!!...
